The drafting of a new Drakenstein Zoning Scheme (DZS), in terms in terms of the Land Use Planning Act, 2014 (Act 3 of 2014) and the Municipal Systems Act, 2000 (Act 32 of 2000) for the region is almost complete. The aim of the scheme is to facilitate efficient and sustainable development in the Drakenstein Municipal area, taking into account the legacy of earlier development policies, the current reality and future trends that are likely to impact on land use and development. To this end, the proposed scheme provides for densification, opportunities to make a living from home, whilst at the same time protecting the resource base of the Municipality, including its natural systems, agricultural land, scenic beauty and heritage resources. It sets out general rules and procedures for development in the Municipality, as well as the development parameters for each of the 12 proposed base zones and 6 overlay zones.

This scheme will replace the existing four zoning schemes in operation in the municipal area:

  • Paarl Zoning Scheme Regulations
  • Wellington Zoning Scheme Regulations
  • Mbekweni Town Planning Regulations
  • General Scheme Regulations adopted in terms of Section 8 of the Land Use Planning Ordinance (for all areas outside Paarl, Wellington, Mbekweni or Saron).

The Open Day affords the public and other interested parties to inspect and interrogate this draft.

At this Open Day, you will be able to interact with officials and the consultant team.

The draft Scheme will be available at all public libraries in the Drakenstein Municipal area, as well as on the Drakenstein Municipality’s website. The  public has 60-days – from the 1st of July 2017 to the 31st of August 2017 – to comment on the draft scheme.
