Cape Town approves vacant Ottery and Lansdowne sites for social housing

Cape Town has given the go ahead for land release for affordable housing development in Lansdowne and Ottery, following public participation, which are set to be released via an open, competitive tendering process pending Council authorization.

Both vacant and underutilised sites have a potential yield of plus 680 social housing units.

The 1.6ha Ottery site (below) is located near the key arterial route of Ottery Road, bordering Enslin, Crescent, and Sauer roads with the potential to develop 375 social housing units in a two to four-storey development.

The 1.4ha Lansdowne site is on the corner of Smuts and Ruby Roads near Imam Haroun Road, yielding the potential for 308 social housing units over four storeys.

To assist developers viably maximise affordable housing yields, the municipality’s guidelines will be used to discount the land sale price which has an estimated combined market value of R56 million.

The sale of these properties will also include a clause to ensure the land is used for affordable housing by allowing the properties to revert to City ownership if this objective is not met.

In addition to the legislated public participation period, the City held open days in late August 2024 .

To prepare for land release, the parcels will undergo a rezoning process and the public place status of portions of the sites will be closed where applicable.
